A public hearing was held at 6:20 PM regarding the published budgets for both Southeast Webster Grand and Prairie Valley Community School Districts. The Budgets were presented and opened for public comment and question. No questions or comments were made.

The joint regular meeting of the Boards of Education of Prairie Valley and Southeast Webster-Grand met in regular session. President Miller called the meeting to order at 6:30 PM following the public hearing for the Southeast Webster Grand and Prairie Valley Community school Districts.


Roll Call: PV: Shannon Miller, Jim Carlson, Heidi McGuire, Jeff Ackerson, Joni Hefley and Melissa Hoag.

Absent: Gary Welter

Prairie Valley: Motion by Carlson, seconded by McGuire to approve the consent agenda items, including the agenda, minutes, open enrollment applications, financials as presented and bills.

Prairie Valley: Motion by McGuire, seconded by Carlson to approve 2 additional PD days this summer for the Special Education Teachers to attend an IEP System Training called ACHIEVE.

SWG: Motion by VanSickle, seconded by Esslick, to approve 2 additional PD days this summer for the Special Education Teachers to attend an IEP System Training called ACHIEVE.

Prairie Valley: Motion by Carlson, seconded by Hefley to approve the payment of $1000 retention bonuses to all employees that did not receive the retention bonus approved by the Governor earlier this year, but have worked from at least January 2022 and have finished the year in good standing. These bonuses are to be paid in the June payroll. In addition the board approves that the district request the use of unexpended funds from the SBRC to cover the cost of the retention bonuses.  The district will ask for the amount of the bonuses as well as the 7.65% additional for Social Security and Medicare. The total amount requested will be $

Superintendent Johnson will send a survey agreement exactly the same as the one that was sent to those receiving the Governor’s bonus. All recipients will be required to complete and return the agreement prior to receiving their payment.

RESOLVED, that the Board of Directors of Prairie Valley Community School District will levy property tax for fiscal year 2022-2023 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.

RESOLVED, that the Board of Directors of Southeast Webster Grand Community School District will levy property tax for fiscal year 2022-2023 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.

Prairie Valley: Motion by McGuire, seconded by Hoag to approve the resignations of the following teaching staff due to retirement, and to approve that they receive the early retirement incentive. All will retire at the end of the 2022-2023 school year.

Sherry Vogel – HS Family Consumer Sciene

Steven Kehoe – HS Vocational Agricluture.

All were thanked for their many years of service. All have dedicated the majority of their careers to the district, and their impact has been unmeasurable.

Prairie Valley: Motion by McGuire, seconded by Hoag to accept the resignation of Patty Kruse as Transitional Kindergarten, due to retirement. Patty will retire at the end of the current year. The board also thanked Patty for her many years of service and for her hard work and dedication in making the TK program so successful.

Prairie Valley: Motion by Carlson, seconded by Ackerson to approve MOU’s for the following: Ignite Pathways, an agreement with Woodbine, Storm Lake and Prairie Valley/Southeast Webster Grand to open the doors to CBE in varying degrees.  The second MOU is between 7 schools to join a consortium for the Governor’s Para-Apprenticeship Program.

A conversation was held regarding the addition of air quality in the high school building. Specifically, the addition of AC in areas that are not currently air conditioned. The facilities committee met and are recommending the use of mini splits. 

The project target is the summer of 23-24. Bids will go out this fall.


Prairie Valley: Motion by McGuire, seconded by Hoag to approve reducing the high school health class requirement to 1 credit from 2. The number of credits to graduate will remain at 52.

Lisa Willardson read the official results of the recent special election that were received from the Webster County Auditor. The results confirmed the election of Melissa Hoag as Prairie Valley Board Member, the passing of the Revenue Purpose Statement for both districts as well as the official passing of the School District Consolidation Measure. Southeast Webster Grand and Prairie Valley Community School Districts will officially become Southeast Valley Community School District on July 1, 2023.


There will be a special board meeting on April 6, 2022 at 6:30 PM in the Central Office in Gowrie.


The next regular meeting will be held April 20, 2023 at 6:30 PM in Burnside.
