Southeast Valley Community School District  

Wednesday, November 20, 2024 

Southeast Valley Central Office 6:30 PM 


A public hearing was held at 6:25 PM regarding a proposal to convey the property described as Lot 1 in Parcel D  in the Town of Boxholm, Boone County, Iowa to the City of Boxholm, Iowa for $1,250.00 and other good and  valuable consideration. A copy of the proposal may be reviewed at the District administrative offices located at 1111 Beek Street, Gowrie, IA, 50543. 

The Board of Education of Southeast Valley Community School District met in a regular session. President Miller called the meeting to order at 6:30 PM

The Board of Education of Southeast Valley Community School District met in a regular session. The meeting was  called to order by Board Secretary, Lisa Willardson at 6:30 PM 

Roll Call: 

Shannon Miller, Allan Wicklein, Katie VanSickle, Sean Stewart, Jeff Ackerson, Jim Carlson, Joni Hefley Absent: None 


Motion by Wicklein,seconded by Stewart tonominate Shannon Miller as Board President and that all other nominations cease. Ayes: Miller, Wicklein, Stewart, VanSickle, Ackerson, Carlson, Hefley 

Nays: None

The Oath of Office was administered to Shannon Miller. President Miller resumed the running of the meeting.

Jim Carlson was appointed as the Webster County Board Representative. 

Motion by Carlson,seconded by Stewart toapprove the requests for modified allowable growth for Open Enrollment outin the  amount of $221,606, the amount for increased enrollment of $3957 and the EL Excess Cost of $42,786. Resolution below.  Ayes: Miller, Wicklein, Stewart, VanSickle, Ackerson, Carlson, Hefley

Approval for SBRC Modified Supplemental Amount – 

OE out = $221,606, increased enrollment = $3957, and EL deficit of $42786.39 Resolution to Request Additional Allowable Growth and Supplemental Aid for Increased  Enrollment and Increased Open Enrollment Out 

WHEREAS, the Southeast Valley Community School District has experienced an increase  in student enrollment and a rise in the number of students open enrolling out for the 2024-2025  year, resulting in a financial impact on the district; and 

WHEREAS, the certified enrollment count conducted on October 1, 2024 for the 2024- 2025 school year reflects an increase of .5 students when compared to the previous school year;  and 

WHEREAS, the district seeks to meet its financial obligations to serve all enrolled  students while addressing the financial adjustments caused by the increased open enrollment  out; and 

WHEREAS, Iowa Code Section 257.31 permits districts to request modified allowable  growth and supplemental aid for these circumstances; 

NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Southeast  Valley Community School District, as follows: 

1. The Board of Education approves the submission of an SBRC request for additional  allowable growth and supplemental aid to address the budgetary impact of: a. Increased enrollment of .5 students, in the amount of $3,957; and 

b. Increased open enrollment out, in the amount of $221,606. 

2. The Superintendent, Board Secretary, and other appropriate personnel are authorized  to complete and submit all necessary forms and documentation required by the SBRC to finalize  this request. 

3. The Board affirms its commitment to responsibly managing district resources while  advocating for adequate funding to ensure high-quality education for all students. PASSED AND APPROVED this 20 th day of November, 2024. 


A conversation was held regarding the Needs Assessment that the school is required to do every 5 years under  Iowa Code 280.12(2). Katie will work with Brian to put together the assessment questions.  

Motion by Wicklein,seconded by VanSickle tofinalize the sale of the Boxholm lot tothe City of Boxholm.  Ayes: Miller, Wicklein, Stewart, VanSickle, Ackerson, Carlson, Hefley

Motion by Stewart,seconded by Ackerson to approve the overnight trip for All State Choir trip to AmesNov 21-23, and  the Honor Choir in Waverly Jan 26-27.
