The regular meeting of the Board of Education of Southeast Valley Community School District met in regular session. President Miller called the meeting to order at 6:30 PM


Roll Call:

SV: Shannon Miller, Allan Wicklein, Katie VanSickle, Sean Stewart, Joni Hefley, Jeff Ackerson, Jim Carlson Absent: None


Public Participation:

No public participation.


Motion by VanSickle, seconded by Wicklein to approve the consent agenda items, including the agenda, minutes, open enrollment applications, financials as presented, bills as presented, and personnel as presented. Personnel included the hiring of Aaron Leppert as a .75 wrestling coach.

Ayes: Miller, Wicklein, VanSickle, Stewart, Carlson, Hefley, Ackerson Nays: None

Motion carries 7-0


School Improvement Advisory Committee – Nothing at this time. Facilities and Grounds Committee– Nothing at this time.

Public Relations Committee – Nothing at this time. Negotiations and Finance Committee – Nothing at this time. Transportation Committee – Nothing at this time.


Reports were given on each building. Reports are available in the Central Office.


Motion by Stewart, seconded by Wicklein to approve a request to the School Budget Review Committee for a modified supplemental amount of $4,482,237.20 due to an increase of certified enrollment from the prior year. Ayes: Miller, Wicklein, VanSickle, Stewart, Carlson, Hefley, Ackerson

Nays: None Motion carries 7-0


A discussion took place regarding the possibility of selling the gravel lot on the Boxholm property to the City of Boxholm as well as the Grand Heritage Foundation. It was deemed that either would an acceptable option. Mr. Johnson will talk to both to see what is the best workable solution.


Motion by Carlson, seconded by Hefley, to approve the annual review of polices 406.4, 409.1, 412.1, 414.1, 501.5, 505.8, 507.9, 600, 601.1, 605.4, 606.1, 606.6, 703.1, 707.2, 707.5, 710.1, 711.3, 711.4, 711.5, 804.1, 804.2.

Board of Education Organizational School Board Meeting Southeast Valley Community School District

Immediately following the Regular Meeting being held at 6:30 PM




The Organizational Meeting of the Southeast Valley Community School District was held in regular session. Superintendent called the meeting to order at 6:59 PM.


SV: Shannon Miller, Allan Wicklein, Katie VanSickle, Sean Stewart, Joni Hefley, Jeff Ackerson, Jim Carlson Absent: None


The Oath of Office was given to the Board Members that were elected on the November 7, 2023 election. Joni Hefley, Allen Wicklein and Sean Stewart.


Moved by Wicklein to nominate Shannon Miller as Board President, seconded by Carlson and Roll Call Vote was taken:

Miller – Yes Wicklein– Yes VanSickle– Yes Stewart– Yes Hefley– Yes Ackerson– Yes Carlson– Yes


Moved by VanSickle to nominate Allen Wicklein as Board Vice President. Seconded by Hefley. Roll Call Vote was taken:

Moved by Carlson to nominate Lisa Willardson as Board Treasurer/ Secretary, seconded by Stewart. Roll Call Vote was taken:

The Oath of Office was administered to Shannon Miller, President, Allen Wicklein, Vice President and Lisa Willardson, Treasurer.


Move by Stewart , seconded by Ackerson, to have the board meetings on the 3rd Wednesday of the month at 6:30 PM and that all meetings will take place in the Central Office in Gowrie.

Move by Hefley , seconded by VanSickle, to approve the Gowrie News as the official newspaper of record. Ayes: Miller, Wicklein, VanSickle, Stewart, Carlson, Hefley, Ackerson

Move by Wicklein, seconded by VanSickle , to approve Ahlers, Cooney as the Legal Counsel, and to approve Security Savings Bank and Heartland Bank as the depository Institutions. Security Savings will have a depository limit of $25,000,000 and Heartland Bank a depository limit of $1,000,000..

Ayes: Miller, Wicklein, VanSickle, Stewart, Carlson, Hefley, Ackerson Nays: None

Motion carries 7-0


The Superintendent appointed board members to the following committees.

Finance – Miller, Carlson, Wicklein Facilities – Carlson, Stewart Transportation – Wicklein, Ackerson

SIAC/Tech/Curriculum – Hefley, VanSickle, Stewart


Volunteers were asked for to be the County Board Representatives for the counties in which we have board members that reside. At this time we only have members that reside in Webster County. Jim Carlson volunteered to be the representative.

The next meeting will be Wednesday, December 20, 2023 at 6:30 PM in Gowrie. Motion by Stewart seconded by VanSickle to adjourn.
